2018 Assessments

Palm Valley Master (all homeowners) $172/year due January 1, 2018. In addition to the Master dues, the following apply to homeowners living in specific neighborhoods:

Desert Greens $172/year due January 1, 2018

Horizons $175/year due January 1, 2018

The Fairways $180/each quarter due Jan 1, Apr 1, Jul 1 and Oct 1, 2018

Palmilla Shared $74/each quarter due Jan 1, Apr 1, Jul 1 and Oct 1, 2018

Palmilla Lakes $130/each quarter due Jan 1, Apr 1, Jul 1 and Oct 1, 2018

Palmilla Greens $80/each quarter due Jan 1, Apr 1, Jul 1 and Oct 1, 2018

What does my assessment pay for?

The Master Annual Assessment paid by all homeowners covers expenses related to the community such as common area maintenance, management services, common area taxes and insurance, etc.

Why do some neighborhoods pay an extra assessment?

At the time the community was developed, it was determined that homeowners in specific neighborhoods will primary benefit from specific assets. For example, the Palmilla Lakes pool is available for use only by homeowners living in the Palmilla Lakes area; therefore, it is paid for only by Palmilla Lakes homeowners.

How do I pay my assessment?

We have various payment options available to you for payment of assessments:

eStatements – For residents who would like to take advantage of a convenient way to access account statements 24 hours a day, we offer eStatements. Log on to www.fsresidential.com and move your cursor to “Homeowners” and click on eStatements.

ClickPay is our preferred way of accepting homeowner payments. We invite you to make individual or automatic payments online through ClickPay from your smart phones, tablet, or other media devices. Payments can be made by e-check (ACH) now for FREE and by major credit or debit card for a fee. Get started by creating your account at www.ClickPay.com/FirstService . Bill Pay is an online banking service that is offered by most banks. Your checking or saving account of your choice will be debited. You may pay your assessments on a one-time occurrence or set up a recurring arrangement. Don’t forget to make the check payable to Palm Valley Community Association and include your account number that beings with 167.

Your Local FirstService Residential Branch

Although you should always direct your assessment payments directly to the US Bank lockbox address; the US Bank lockbox is not the address to mail in general correspondence or checks for access devices, pool keys, etc. Please use our local branch address—don’t forget to add a note letting us know to whose attention the check should be directed and what the check is for.

The City of Goodyear bulk trash pick up is scheduled once a month in Palm Valley, on the third Tuesday or Wednesday of the month (depending on which Palm Valley neighborhood parcel your live in).

Neighborhood parcels south and west of Palm Valley Boulevard are picked up the 3rd Tuesday, north and east of Palm Valley Boulevard are picked up the 3rd Wednesday.

Parcels 13 The Classics, 17 Palmilla, 18 The Estates, 19 The Oasis and 20 The Fairways – are scheduled for bulk pick up the 3rd Tuesday each month.

Parcels 4 The Horizons, 6&7 the Meadows, 9 Las Palmas, 12 Paloma, 21 Desert Greens and 22 The Mirage – are scheduled for bulk pick up the 3rd Wednesday each month.

You may put landscape trimming out as early as the Saturday before scheduled pick up. Other trash may be placed at the curb the night before pick up. Brush should be cut to 4’ lengths and all grass clippings double bagged or in a sealed box.

The following are NOT allowed for bulk collection: hazardous material, large auto parts, boats, tires, oil, rocks, dirt, and unwanted construction material such as roofing materials, drywall, and concrete.

Items not allowed for bulk trash pick up should be taken directly to a landfill where you will be charged a tipping fee per ton. The City of Goodyear maintains the landscape in the medians, along both sides of Palm Valley Boulevard, both sides of Encanto and around the perimeter of the community along Dysart, Thomas, McDowell and Litchfield Roads.

Exceptions to this are:

1) Palm Valley Boulevard along the golf course areas. The city only maintains the landscaping between the sidewalk and the street, the golf course maintains the golf course side up to the sidewalk.

2) Palm Valley Boulevard along Desert Greens and Horizons, basically 132nd Drive to 136th Drive and along 135th Avenue. The city maintains the landscaping between the sidewalk and the street--the HOA maintains landscaping from the sidewalk to the wall. And on Thomas Road, the city maintains from the sidewalk to the street and the HOA maintains from the sidewalk to the wall.

The Annual Garage Sale is held every year on the 2nd Saturday in February. Signs will be posted at the main entrances the week of the garage sale and the gates at Fairway and Palmilla will be open this day from 7am to 3pm.

Private garage sales can be held according the Rules and Regulations of the Association:

Garage sales/yard sales must comply with the following restrictions:

1. The sale shall be carried on wholly within the property line on which the dwelling unit is located.

2. Sale items must be primarily surplus to the residential use.

3. A sale shall operate for not more than three consecutive days and can be held no more than three times within a calendar year.

4. Sale hours and related activity shall be limited to the hours between 7:00 a.m. and 5:00 p.m.

5. Sale traffic must not create a traffic or safety hazard.

6. Signs must be free-standing and the owner is responsible for removal of signs within one hour after conclusion of the sale.

7. All areas must be cleaned the same day as the sale is over.
